A new Congressional bill will defund Planned Parenthood again.
Republican senators have introduced legislation to bar Planned Parenthood and other abortion companies from receiving federal Title X family planning grants, seeking to ensure taxpayer dollars do not subsidize abortions or companies that kill babies.
The Title X Abortion Provider Prohibition Act was introduced in the Senate in April by Sens. Marsha Blackburn, R-Tenn., and Todd Young, R-Ind. Sens. Katie Britt, R-Ala., and Bill Cassidy, R-La., joined as lead co-sponsors with 16 additional Republican colleagues. A companion bill was introduced in the House by Rep. Virginia Foxx, R-N.C.
The measure would amend the Public Health Service Act to prohibit the Department of Health and Human Services from awarding Title X grants to any abortion entity. It builds on a provision in the One Big Beautiful Bill Act that barred Medicaid funds from going to health providers that also kill babies in abortions — a restriction set to expire July 4.

Bishop Daniel E. Thomas of Toledo, Ohio, chairman of the U.S. Conference of Catholic Bishops’ Committee on Pro-Life Activities, backed the bill in a May 8 letter to the sponsors.
“We have consistently called for the separation of abortion from the Title X family planning program, but organizations like Planned Parenthood, despite performing hundreds of thousands of abortions every year, continue to receive millions of dollars in taxpayer money annually,” Thomas wrote. “This legislation would build upon Congress’s efforts to end access to taxpayer funding for one of the nation’s largest abortion providers, as was done with the passage of the One Big Beautiful Bill Act. Abortion has no place in a taxpayer-funded program. This legislation would further solidify the intended statutory distinction and would safeguard the integrity of federal health programs.”
Sen. Young said the bill would realign Title X with its original purpose.
“Title X was designed to provide moms and children with necessary family planning services, not fund abortions,” Young said. “This legislation will protect life and ensure taxpayer dollars are protected from taking innocent lives.”
Britt said the bill ensures tax dollars are not used for elective abortions.
“Taxpayers shouldn’t have their hard-earned dollars used to fund elective abortions,” Britt said. “I’m proud to support the Title X Abortion Provider Prohibition Act to ensure federal taxpayer dollars are not funding abortions—I will continue to fight to defend life, support parents and families, and protect the unborn.”
Blackburn stressed closing loopholes that have allowed shared facilities, staff and referrals between Title X clinics and abortion services.
“Taxpayers should not have to spend a penny on abortions,” Blackburn said. “The Title X Abortion Provider Prohibition Act would protect life and stop federal funds from going to entities that perform abortions by closing loopholes in federal law.”
Cassidy described the measure as ending subsidies to abortion businesses.
“Louisiana families want their tax dollars to support families, not abortion businesses that kill unborn babies and hurt mothers,” Cassidy said. “I’m proud to co-lead this bill to end a policy that subsidizes Planned Parenthood on the taxpayers’ dime.”
The legislation has drawn support from pro-life organizations including Susan B. Anthony Pro-Life America, Concerned Women for America Legislative Action Committee, March for Life Action, National Right to Life Committee, Americans United for Life and Students for Life Action.
